1. 中化建国际招标有限责任公司（以下简称“招标机构”）受中海油能源发展股份有限公司委托，邀请投标人对下列货物和服务提交密封投标：

项目概况：陆丰12-3油田FPSO项目需配备一套潜液泵系统，用于FPSO原油外输、辅助原油生产、FPSO装配载、为原油主机提供燃料，采购内容主要包括21台液压潜液泵、2组液压动力单元、1套电控系统及潜液泵系统附件等。

Project Summary：The LUFENG12-3 OILFIELD FPSO PROJECT HYDRAULIC SUBMERGE PUMP AND HYDRAULIC POWER UNIT used to transport crude oil，FPSO loading, providing fuel for crude oil engine,etc, which mainly includes ：21 hydraulic submerge pumps,2 hydraulic power unit and 1 control system。

交货地点：

中华人民共和国关境外提供的货物：CIF中国主要港口（候选地点：大连、青岛、烟台、上海或南通）。

中华人民共和国关境内提供的货物：招标人指定地点（候选地点：大连、青岛、烟台、上海或南通）。

FPSO船体的施工现场确定后，公司将书面通知投标人。

Place of delivery：

For goods offered from outside PRC customs territory:CIF main Port of China，such as Dalian, Qingdao, Yantai, Shanghai and Nantong.

For goods offered from within PRC customs territory:Arrive at the place designated by the bid inviting party (candidate place: Dalian, Qingdao, Yantai, Shanghai and Nantong) .

After the construction site of the FPSO HULL is /confirm/ied, Company will inform the Bidder in writing.

交货期：

中华人民共和国关境外提供的货物：供应商应在中标通知书发出后43周内从所在地主要港口装运货物。

中华人民共和国关境内提供的货物：在中标通知书发出后43周内到达招标人指定地点。

Delivery schedule：

For goods offered from outside PRC customs territory:The supplier shall ship the goods from the main port within 43 weeks after the issuance of the letter of acceptance.

For goods offered from within PRC customs territory:Arrive at the place within 43 weeks after the issuance of the letter of acceptance.

2. 业绩和资格要求：

References and Qualification requirement:

1) 资质要求：

Qualification requirement:

A. 关境内投标人应提供有效的营业执照、组织机构代码证、税务登记证或三证合一营业执照等。关境外投标人应提供有效的独立法人证明。以证明投标人具有独立法人资格。

The bidder within the customs territory shall provide valid business license, organization code certificate, tax registration certificate or three in one business license, etc. The bidder outside the customs territory shall provide valid independent legal person certificate. To prove that the bidder has independent legal personality.

B. 代理商要求：如果投标人所投的潜液泵系统设备不是投标人自己制造的，投标人应得到该货物制造商的同意以及证明其在本次投标中唯一提供该货物的正式授权书。

Agent requirements: If the Hydraulic Submerge Pump And Hydraulic Power Unit offered by the bidder is not made by the bidder itself , the bidder shall obtain the consent of the manufacturer of the goods and the formal authorization to prove that he is the only one to provide the goods in this bidding

C. 潜液泵系统设备资质：

本次采购的潜液泵系统设备应为海上移动生产平台或船用型，本FPSO为ABS和CCS双船级，供应商应自行安排检验及相关工作，并取得型式认可证书。

HYDRAULIC SUBMERGE PUMP AND HYDRAULIC POWER UNIT qualification:

The HYDRAULIC SUBMERGE PUMP AND HYDRAULIC POWER UNIT shall be mobile offshore production unit or marine type. The FPSO shall be of ABS and CCS double class. The SUPPLIER shall arrange inspection and relevant work by itself and obtain certificate of type Approval.

2) 业绩要求：

Performance requirements:

投标人所投标的液压潜液泵系统及其辅助设备应为成熟产品。投标人自2002年1月1日起至投标截止日（合同签订日期）应至少具有两套成功应用于海上项目（海洋石油平台或FPSO）的类似尺寸和负荷、涵盖全船油舱和水舱的液压潜液泵系统供货业绩，且必须稳定运行至少两年（“稳定运行”期限从调试验收报告签字日期或使用方出具的运行时间证明文件起计至投标截止日），并提供相关业绩证明。

投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：销售合同复印件（含合同封面和签字页，供货范围/工作范围描述页，原件备查）和用户签字的成功运行证明文件或用户签发的临时接受证书或第三方船级社签字的调试记录报告。无法提供证明材料的业绩为无效业绩。

The Hydraulic Submerge Pump And Hydraulic Power Unit shall be the mature product of the supplier. The bidder shall have at least two supply performances of the hydraulic submerge pump and hydraulic power unit From January 1, 2002 to the deadline of bidding(contract signing time), which shall be applied to offshore project (offshore oil platform or FPSO)of similar size and load with full set of Goods applied in all the crude oil and water tanks. And it must operate stably for at least two years (the "stable operation" period is from the date of signing the commissioning acceptance report or the operation time certificate issued by the user to the deadline of bidding).

The supplier shall submit the performance table in the prescribed format and relevant performance supporting documents. Performance certification documents include but are not limited to: copy of sales contract (including contract cover and signature page, description page of supply scope / scope of work and technical accessories related to crude oil main engine and auxiliary equipment, main technical parameters page, etc., with the original for reference), certificate of successful operation signed by the user or temporary acceptance certificate issued by the user or commissioning record report signed by the third party classification society. Performance without supporting materials is invalid performance.

3) 质量要求：制造商应提供ISO9001质量管理体系认证证书，且证书在有效期内。代理商投标时应提供所代理的产品制造商的ISO证书。

Manufacturer shall have the ISO9001 quality management system certification and the certificate is valid. The agent shall have the ISO certificate of the product manufacturer.

3. 有兴趣的合格投标人可通过以下方式获取招标文件：

有兴趣的合格投标人可通过以下方式获取招标文件：从2021年7月27日开始至2021年8月3日止，请登录中国海洋石油集团有限公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。本招标文件每套售价为2000元人民币或300美元，售后不退。如未在系统中领购招标文件，不可参加投标。另外，本次招标公告同时在机电产品招标投标电子交易平台（www.chinabidding.com）上发布，投标人还需要在机电产品招标投标电子交易平台（http://www.chinabidding.com/）注册成功并通过平台审核。。

All those who are willing to participate in the bids are kindly requested to :enter into website http://buy.cnooc.com.cn to purchase the bidding documents (electronic edition) on line from July 27,2021 to August 3,2021 upon non-refundable payment of RMB2000 or USD300 for each copy. First login must be registered(free of charge), after successful registration, you can buy the bidding documents. The purchase process must be fully online, and offline remittance will not be accepted. After successful payment of the bid fee, the bidder can download the bidding documents by himself. The bid fee will not be refunded after successful payment. If you do not purchase the bidding documents in the system, you may not participate in the bidding. In addition, The tender notice is also issued on the Electronic transaction platform for mechanical and electrical products tendering and bidding (http://www.chinabidding.com), the bidder need to succeed in the Electronic transaction platform (http://www.chinabidding.com/) registered and through the platform review. 

4. 投标文件递交截止时间和地点：投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金并于2021年8月17日10:00时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦一楼大厅，在此时间后收到的投标文件恕不接受。

Bids must be delivered to 1th Floor,CNOOC Tower, No.6 Dongzhimenwai Xiao jie , Dong cheng District, Beijing 100027, P.R.China for submission of bids before 10:00a.m.(Beijing time) on August 17,2021.

5. 开标时间：定于2021年8月17日10:00时（北京时间）开标。开标地点：北京市东城区东直门外小街6号海油大厦4层401A室。

Bids will be opened at 10:00 a.m. (Beijing time) on August 17,2021 at 401A Meeting Room,4th Floor,CNOOC Tower, No.6 Dongzhimenwai Xiao jie , Dong cheng District, Beijing 100027, P.R.China forbid-opening.

6. 本次招标公告同时在机电产品招标投标电子交易平台（www.chinabidding.com）上发布。

The Invitation for Bids is issued on the website of www.chinabidding.com simultaneously.

7. 投标人在投标前需在机电产品招标投标电子交易平台上完成注册。评标结果将在机电产品招标投标电子交易平台公示。

The bidder needs to register before the tender on www.chinabidding.com.  And the evaluation results will be released on www.chinabidding.com.
