项目概况：绥中36-1/旅大5-2油田二次调整项目，新建中心平台2座（LD5-2CEPC、SZ36-1CEPQ），井口平台2座（SZ36-1WHPR、SZ36-1WHPS），新建海底管道4条，新铺设海底电缆8条。

交货期：

国内交货要求：2023年6月15日前货到中国山东青岛买方指定地点；

国外交货要求：2023年6月1日前CIF中国山东青岛港。

2.资格标准： 

★螺杆泵橇需按照《海上固定平台安全规则》的要求进行设计、制造、认证和检验。投标人应委托国家安全生产监督管理总局海洋石油作业安全办公室（COOOSO）认可的船级社（ABS，Lloyd’s，DNV，CCS，BV）对泵橇设备整体进行检验并获得检验证书。

★投标人应为泵的制造商（泵成橇和泵生产厂家为同一家），所投设备应为制造商的成熟产品，买方不接受新试制产品。制造商应具有至少2台螺杆泵橇（限2012 年1 月1 日之后签订的合同，双螺杆泵、泵排量≥150 m3/h、出口压力≥850 kPaG）在海洋石油平台或FPSO或其它大型油轮运行2年及以上（从调试验收报告签字日期或使用方出具的运行时间证明文件起计）的业绩，并提供相应的书面材料（合同及调试验收报告或合同及使用方出具的有效证明文件）；上述文件中如未包含设备的所在设施的名称及使用方信息，投标人应提供有效说明文件。为核实投标人业绩，在授予合同前招标人有权要求投标人进一步提供相关证明资料，包括但不限于技术协议或技术澄清纪要、图纸和计算书等技术文件、第三方船级社出具证书、发票、银行进账单/流水单、进出口报关单据等。投标人无法提供相关材料或提供的材料无法证明满足上述业绩要求的，将视为无效业绩。

3. 有兴趣的合格投标人可通过以下方式获取招标文件：

Delivery Schedule:

From within PRC: June 15, 2023 of Construction Site of  Qingdao, Shandong.

From outside PRC: June 1, 2023 of Qingdao Seaport, Shandong.

2.   Qualification Requirements:

★

The Screw Pump Skids shall be designed, manufactured, certified and tested in accordance with the requirements of Safety Rules for Offshore Fixed Platform Issued by State Economic & Trade Commission. PRC (SETC). Supplier shall at his own cost arrange inspection and obtain inspection compliance certificate of Pump Skids from one of the certifying agencies authorized by COOOSO, which are ABS, LIoyd, DNV,CCS,BV..

★The Screw Pump Skid provided by BIDDER shall be the mature products of the manufacturers (Should be the Pump manufacturer and the skid assemble manufacturer), the newly trial products would not been accepted. The manufacturer shall provide at least 2 sets the screw Pump Skids (Limited to signing the contract after January 1,2012, Double screw pump, Capacity ≥150m3/h, Discharge Pressure ≥850kPaG) of two years or more of successful performance (From the signature date  of the commissioning acceptance report or the certificate of operation time issued by the user) on the Offshore Oil Platform or FPSO or Very Large Crude Carrier (The carrying capacity of Crude Carrier shall not be less than 200000 tons). The VENDOR shall provide the relevant supporting documents (contract and commissioning acceptance report or contract and the effective certificate issued by the user). If the name of the facility and the user information are not included in the above documents, the bidder shall provide the valid documentation. In order to verify the performance of BIDDER, the Tenderee shall have the right to request the bidder to provide further relevant supporting information before the contract is awarded. Including but not limited to, technical documents such as technical agreement, technical clarification notes, drawings and calculations etc., certificate approved by the third party classification society, invoice, bank statements/slip, import and export customs declaration etc. If the BIDDER is unable to provide relevant materials, it will be regarded as invalid performance.
