1．中化建国际招标有限责任公司（以下简称“招标机构”）受中海油能源发展股份有限公司委托，邀请合格投标人就陆丰12-3油田FPSO项目的下列全新货物和有关服务进行国际公开招标，现邀请投标人对下列货物和服务提交密封投标：

项目概况：陆丰12-3油田FPSO项目需配备柴油消防泵和电动消防泵各一套，用于水喷淋及甲板泡沫灭火系统，主要包括泵、柴油机/电动机及控制系统。

交货地点：

中华人民共和国关境外提供的货物：CIF中国主要港口（候选地点：大连、青岛、烟台、上海或南通）。

中华人民共和国关境内提供的货物：招标人指定地点（候选地点：大连、青岛、烟台、上海或南通）。

FPSO船体的施工现场确定后，公司将书面通知投标人。

交货期：

中华人民共和国关境外提供的货物：供应商应在中标通知书发出后40周内从所在地主要港口装运货物。

中华人民共和国关境内提供的货物：在中标通知书发出后40周内到达招标人指定地点。

2．资格要求：

1) 资质要求：

A. 关境内投标人应提供有效的营业执照、组织机构代码证、税务登记证或三证合一营业执照等。关境外投标人应提供有效的独立法人证明。以证明投标人具有独立法人资格。

B. 代理商要求：如果投标人所投的柴油驱动和电驱动消防泵不是投标人自己制造的，投标人应得到该货物制造商的同意以及证明其在本次投标中唯一提供该货物的正式授权书。

C. 柴油驱动和电驱动消防泵应为海上移动生产平台或船用型，本FPSO为ABS和CCS双船级，投标人应自行安排检验及相关工作，并取得型式认可证书。

2) 业绩要求：

投标人提供的柴油驱动和电驱动消防泵应为成熟产品，投标人从2002年1月1日起至投标截止日（合同签订时间）至少分别具有2台/套类似规格和容量的消防泵在FPSO或类似浮式生产平台应用业绩。

投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：销售合同复印件（含合同封面和签字页，柴油消防泵相关的技术附件）和用户签字的成功运行证明文件或用户签发的临时接受证书或第三方船级社签字的调试记录报告。

3) 质量要求：制造商应提供ISO9001质量管理体系认证证书，且证书在有效期内。

 

3.有兴趣的合格投标人可通过以下方式获取招标文件：从2021年7月21日开始至2021年7月28日止，请登录中国海洋石油集团有限公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。本招标文件每套售价为2000元人民币或300美元，售后不退。如未在系统中领购招标文件，不可参加投标。另外，本次招标公告同时在机电产品招标投标电子交易平台（www.chinabidding.com）上发布，投标人还需要在机电产品招标投标电子交易平台（http://www.chinabidding.com/）注册成功并通过平台审核。

 

4．投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金并于2021年8月11日10:00时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦一楼大厅，在此时间后收到的投标文件恕不接受。

 

5.开标时间：定于2021年8月11日10:00时（北京时间）开标。开标地点：北京市东城区东直门外小街6号海油大厦4层第七会议室。

 

6．本次招标公告同时在机电产品招标投标电子交易平台（www.chinabidding.com）上发布。

 

7.投标人在投标前需在机电产品招标投标电子交易平台上完成注册。评标结果将在机电产品招标投标电子交易平台公示。

1.CNCCC International Tendering Co., Ltd.(hereinafter called “Tendering Agent”), for and on behalf of CNOOC Energy Technology & Services Ltd (hereinafter called"Purchaser") invites sealed bids from eligible bidders for the supply of following equipment for LUFENG12-3 OILFIELD FPSO PROJECT:

 Project Summary：The LUFENG12-3 OILFIELD FPSO PROJECT Diesel Engine Driven And Electrically Driven Fire Water Pump which used for water spray and deck foam extinguishing system, mainly includes pump, diesel engine/motor and control system.

Name of Goods: DIESEL ENGINE DRIVEN AND ELECTRICALLY DRIVEN  FIRE WATER PUMP

Qty: 2 SETS.

Place of delivery：

For goods offered from outside PRC customs territory:CIF main Port of China，such as Dalian, Qingdao, Yantai, Shanghai and Nantong.

For goods offered from within PRC customs territory:Arrive at the place designated by the bid inviting party (candidate place: Dalian, Qingdao, Yantai, Shanghai and Nantong) .

After the construction site of the FPSO HULL is /confirm/ied, Company will inform the Bidder in writing.

Delivery schedule：

For goods offered from outside PRC customs territory:The supplier shall ship the goods from the main port within 40 weeks after the issuance of the letter of acceptance.

For goods offered from within PRC customs territory:Arrive at the place within 40 weeks after the issuance of the letter of acceptance.

 

2. Bidder Qualification requirements: 

 1) Qualification requirement:

A.The bidder within the customs territory shall provide valid business license, organization code certificate, tax registration certificate or three in one business license, etc. The bidder outside the customs territory shall provide valid independent legal person certificate. To prove that the bidder has independent legal personality.

B.Agent requirements: If the Two Fire Water Pumps offered by the bidder is not made by the bidder itself , the bidder shall obtain the consent of the manufacturer of the goods and the formal authorization to prove that he is the only one to provide the goods in this bidding

C.The two Fire Water Pumps shall be mobile offshore production unit or marine type. The FPSO shall be of ABS and CCS dual classification. The bidder shall arrange inspection and relevant work by itself and obtain certificate of type Approval.

2) Performance requirements:

The two Fire Water Pumps provided by the bidder shall be mature products. Diesel Engine Driven Fire Water Pump and electricall driven fire water pump provided by bidder shall respectively have at least 2 set of project reference with similar specification and capacity supply performances from January 1, 2002 to the bid deadline (contract signing time), which shall be successfully operated on FPSO or similar floating production unit.

The bidder shall submit the performance table in the prescribed format and relevant performance supporting documents. Performance certification documents include but are not limited to: copy of sales contract (including contract cover and signature page, description page of supply scope / scope of work and technical accessories related to crude oil main engine and auxiliary equipment, main technical parameters page, etc., with the original for reference), certificate of successful operation signed by the user or temporary acceptance certificate issued by the user or commissioning record report signed by the third party classification society. Performance without supporting materials is invalid performance.

3) Manufacturer shall have the ISO9001 quality management system certification and the certificate is valid.

3. All those who are willing to participate in the bids are kindly requested to :enter into website http://buy.cnooc.com.cn to purchase the bidding documents (electronic edition) on line from July 21, 2021 to July 28, 2021 upon non-refundable payment of RMB2000 or USD300 for each copy. First login must be registered(free of charge), after successful registration, you can buy the bidding documents. The purchase process must be fully online, and offline remittance will not be accepted. After successful payment of the bid fee, the bidder can download the bidding documents by himself. The bid fee will not be refunded after successful payment. If you do not purchase the bidding documents in the system, you may not participate in the bidding. In addition, The tender notice is also issued on the Electronic transaction platform for mechanical and electrical products tendering and bidding (http://www.chinabidding.com), the bidder need to succeed in the Electronic transaction platform (http://www.chinabidding.com/) registered and through the platform review.

4. Bids must be delivered to 1th Floor,CNOOC Tower, No.6 Dongzhimenwai Xiao jie , Dong cheng District, Beijing 100027, P.R.China for submission of bids before 10:00a.m.(Beijing time) on 11 August, 2021.

6.  The Invitation for Bids is issued on the website of www.chinabidding.com simultaneously.

 

7. The bidder needs to register before the tender on www.chinabidding.com.  And the evaluation results will be released on www.chinabidding.com.
